SMM7 & NRM2: Measuring Wallpapering Items: How do you deal with window reveals?

Just had a very interesting talk with a QS regarding measurement of wallpapering works.

The big question is how are window reveals measured?
 
Neither SMM7 or NRM2 really provide any clarification. SMM7 says wallpapering should be measured in m2 if the area is greater than 0.5m2 and by number if less than or equal to 0.5m2. NRM2 says to measure in m2 if the area is greater than 1m2 and by Lm if the area is less than or equal to 1m2.

All that is fine, but how are you classing window reveals?
 
You could make the argument that the reveals are part of the same wall and so should be measured as m2 within the overall wall quantity.
 
Alternatively, you could treat the reveals separately and measure by Lm (NRM2) or number (SMM7).

Personally, I would like to see QS's treating papering to window reveals in the same way as they do painting: i.e. Deduct the window and measure the reveals separately from the main wall area in Lm, n.e. 300mm girth and applying a £/Lm rate.

Why do the RICS do not provide clarity and as a result eliminate the potential for contractual disputes?
